| BELCEL Development History |
| BELCEL was established as a joint venture between the
Republic of Belarus Communication Enterprises and British
company Cable & Wireless plc. In October 1992 BELCEL was granted a general licence by the Radio Frequencies Committee for commercial utilisation of the frequency band to allow the establishment of an NMT 450 cellular communication system. At that time, the role of Cable & Wireless plc. was key and their help was invaluable in the primary stages of development as they brought a long history of setting up and developing communications systems in many parts of the globe. They ensured good quality international communications was available to BELCEL' s first customers, through the provision of a satellite station for the international operator. October 1992 to May 1993 saw the installation of the BELCEL mobile telephone exchange, three bases stations in Minsk and the equipment required to interconnect the BELCEL network with the Republic of Belarus telephone network. Specialists from Great Britain, Sweden. Finland, Denmark, Ireland and the United States were involved at this time and were able to pass on their working knowledge to our own Belarussian engineers. These engineers, who had also received extensive training overseas, took over responsibility for the running of the system prior to the commercial launch in May 1993. On the 7 May 1993 BELCEL commenced commercial operation with State establishments, banks, embassies and leading commercial companies becoming the first cellular mobile users in the Republic of Belarus. During the next few months, BELCEL opened cellular service in Brest and Gomel and continued expand to all the regional centres. BELCEL' s service is now available in all regional centres and major cities of the Republic (see the coverage map).
